Clean backport of #13051 to maven-3.10.x. Same config migration as the maven-4.0.x backport — nicoulaj checksum-maven-plugin replaced with maveniverse checksum-plugin3, correct goal/config mapping, explicit SHA-512 per Apache dist policy, proper phase binding. pluginManagement override with removal note in place. CI all green.
