将兼容性脚本归入 .github/scripts，并通过 SDK 索引安装工具链后构建两个 RT-Thread BSP。同步更新 workflow、说明和回归测试。
让国家检测测试 mock 现有的无代理请求 helper，覆盖成功和离线失败路径。
