Set up testing infrastructure for webGPU work

This is a place holder now that #1514 has landed in main.

Things of note:

• Gradle 9
• webGPU
• jvm 25
• enableWebGPU flag

This also needs to manage the various platform builds and correctly pass arguments to the CargoBuild task. Currently linux does not get all of the FFI methods
