  2. Verified JDK 25 available at /usr/lib/jvm/temurin-25-jdk-amd64, Maven 3.9.16, Node v22.23.2 present.
  3. Ran cd java/scripts/codegen && npm ci — failed with:
    `npm error code E403 / 403 Forbidden - GET (registry.npmjs.org/redacted)
  4. Retried npm ci — same 403 error, consistently reproducible.
  5. Searched filesystem for any pre-cached node_modules, tsx binary, or tarball anywhere on disk — none found.
  6. Tried cd nodejs && npm ci — same registry access issue (process appeared hung/slow retrying against the proxy; killed after ~3 minutes with no progress, npm cache also empty).
  7. Verified with curl directly: (registry.npmjs.org/redacted) via the configured HTTPS_PROXY ((172.30.0.10/redacted) returns HTTP/1.1 403 Forbiddenfrom Squid withX-Squid-Error: ERR_ACCESS_DENIED`.
  8. Confirmed the block is registry-wide, not package-specific: npm view lodash version also returned 403.
  9. Confirmed github.com and api.github.com ARE reachable through the proxy (200 OK), so only the npm registry domain appears to be excluded from the allow-list.

No source files were modified. No commits were made. No push was attempted, since the fix could not even be started (codegen dependencies unavailable).

Recommendation: allow registry.npmjs.org (or an internal npm mirror) through the firewall for this workflow, or provide a pre-vendored node_modules cache for java/scripts/codegen and nodejs so npm ci can run offline.
