Validate metadata is updated with device changes

Ensure that the metadata is updated as hardware devices are modified via libvirt configuration and that restarting the libvirt daemon doesn't cause the hardware status to regress.

Verify for cgroup, numa, and thread pinning in addition to device hotplug.
