How to pin the popup so its content can be scrolled?

The popup closes automatically when I try to scroll inside it.

Is this macOS and Safari or Chrome? You should be able to move into the popup, then scroll in there. I verified this with Safari, Chrome, and Firefox.

Sorry, I can't reproduce this, even on Windows. What I could do is add the ability to pin the tooltip by clicking the cell.
