First Run Wizard does not appear with named licenses or new users on Ultimate

• Binary Ninja Version: 6.0.10579-stable
• Edition: Ultimate
• OS: Ubuntu Linux
• OS Version: 26.04
• CPU Architecture: ARM

Bug Description:
Using a named license will prevent the First Run Wizard from appearing. Logging into a server always makes the dialogue pop up first time, but if you log in with a different user for the first time, it will not appear again.

Steps To Reproduce:

1. Open Binary Ninja Ultimate, give your named license
2. Observe dialog doesn't appear
3. Clear QSettings and delete ~/.binaryninja/
4. Open Binary Ninja Ultimate, log into your Enterprise server. Dialog appears
5. Edit -> Reset License. Restart
6. Log in with a different username, dialog doesn't appear.

Expected Behavior:
We expect every time a new user logs in, either with a named license or remotely, it should always prompt the Wizard for them.
