EventSendPort's aren't checked for matching OutputEvents

Currently EventSendPorts don't have to have any matching OutputEvents. While this is not strictly necessarily it would probably signify and error and probably should be validated

I noticed this issue is still open and was wondering if it’s available to work on. I’d be happy to take it up and submit a PR, possibly implementing a warning when an EventSendPort has no matching OutputEvent.
